Permanent housing — not temporary shelter — is the foundation of every successful model. We house people first, then provide wraparound support. Evidence shows this works better and costs less.

2026–2027
Scale & Build
Federal and state matching funds secured. 200+ units of permanent supportive housing under construction. Full wraparound services network operational.
2028–2030
Functional Zero
Every Norman resident experiencing homelessness housed. By-name list reaches zero. Norman becomes a national model — proof that a mid-size American city can end homelessness.
